Funding for shelter assessment

This is a good news story.

But wait a minute. I just have an uneasy feeling. Is this the best way to spend a sizeable grant? I have been reading a lot lately about assessment of dogs for adoption, and for suitability to go into training programs for assistance roles. The problem us, assessment can be pretty unreliable. Maybe it would have been better to spend some money at least on looking into what kind if assessment of shelter dogs actually works to predict how well they will turn out in their new homes or new working roles.
